Free from any restrictions such as practicality or cost, new systems can be developed, these will form a basis of the final project. All functionality that was requested by the client should be included within these system.

It is important that all users of the system participate in this stage of the development process. If important personnel are not included, it could result in specific system deliveries being left out, or new factors being forgotten. It is not important at this stage to be too selective about how the system will work, or how problems may be solved. But, if anything is left out it may result in major changes or additions having to be made to the system later on. Therefore it is important to have the correct user input now. Functions and system end features can be solved by the developer.

This is the phase where information about the systems desired components is gathered. Once this has been completed the developers can sort the different ideas and develop them into working solutions, some however will be rejected in the next stage.
